Housing Trust Group has broken ground on Normandy Cove, an affordable veteran project in Jacksonville. The Westside development will include 144 income-restricted apartments in its first phase.

The community will serve income-qualified residents, with a focus on active-duty military members and veterans. Construction is expected to reach completion in fall 2027.

Normandy Cove is located at 7375 Sheldon Drive on Jacksonville’s Westside. The development will provide one-, two-, and three-bedroom apartments for qualifying households.

Residents will need to meet income requirements based on area median income. The apartments will serve households earning 30%, 60%, or 70% of AMI.

Housing Designed for Veterans and Military Families

Half of the first-phase apartments will serve active-duty service members and veterans. In addition, 5% of the units will be reserved for veterans experiencing homelessness.

HTG is partnering with Hope4Veterans and the I.M. Sulzbacher Center for the Homeless. These organizations will help connect residents with employment assistance, financial management services, and veteran-focused programs.

A $78 Million Affordable Housing Development

Normandy Cove has a financing package totaling approximately $78 million. The funding combines federal, state, city, and private financing sources.

The financing includes $20.8 million in Low-Income Housing Tax Credit equity. It also includes a $27.5 million construction loan from TD Bank.

Additional financing includes a $16.4 million permanent loan through Freddie Mac. The project also received an $11 million State Apartment Incentive Loan.

The City of Jacksonville provided $1.5 million through its Revolving Loan Fund. The Jacksonville Housing Finance Authority also provided $500,000 and tax-exempt bond financing.

Normandy Cove Will Include Community Amenities

The first phase will include several amenities for residents. Planned features include a swimming pool, fitness center, business center, and multipurpose clubhouse.

The development will also include an outdoor amenity deck. Dedicated office and meeting space will support veteran service providers.

Apartments will feature quartz countertops, luxury vinyl plank flooring, and modern appliances. HTG also plans for the development to receive National Green Building Standard certification.

The Project Required a Unique Site Solution

Normandy Cove is being developed behind Edward White High School. The project required an access solution because of the site’s location.

HTG worked with Duval County Public Schools to establish an easement connecting the development to nearby roads. The school district’s cooperation helped provide access to the development site.

A Second Phase Could Add 99 More Units

The initial phase will contain 144 apartments. A planned second phase would add another 99 units.

If the second phase proceeds, the full development would contain 243 residences. The additional phase is separate from the 144-unit first phase currently under development.
