Why the Jacksonville Aerospace Facility at Cecil Airport Matters
Jacksonville makes a bold move to strengthen its economy with a $400 million aerospace facility at Cecil Airport. Otto Aviation leads the project through Project Bluebird and plans to create up to 1,200 high-paying jobs. The company aims to solidify Jacksonville’s reputation as a leader in advanced aircraft manufacturing.
Otto Aviation Selects Jacksonville for Expansion
Otto Aviation, known worldwide for sustainable aviation innovation, chose Jacksonville for its next major expansion.
The company will build a state-of-the-art facility to produce its Phantom 3500 business jet. Initial assembly begins in 2026.
CEO Paul Touw highlighted Jacksonville’s role in the company’s future:
“This new facility will become more than a manufacturing site. It will launch the future of sustainable aviation. Jacksonville stood out as a city that shares our vision of pushing boundaries while creating high-quality jobs and community impact.
A $400 Million Investment with Long-Term Impact
The project carries major benefits for Cecil Airport and Jacksonville. Otto Aviation will create 400 jobs by 2031 and expand to 1,200 positions by 2040. These careers include engineering, manufacturing, and technical roles.
The Jacksonville Aviation Authority approved a $34.9 million incentive package. The City of Jacksonville committed $20 million in grants. The State of Florida granted more than $430 million in tax credits and performance incentives.
The site covers 80 to 100 acres at Cecil Airport, giving Otto Aviation space for current operations and future growth.
Why Cecil Airport is the Right Fit
Cecil Airport grows quickly as one of Jacksonville’s strongest assets for aerospace expansion. Its available land, strong infrastructure, and reputation attract both major manufacturers and smaller aviation firms.
Local leaders see the project as a gateway to even more opportunities. Randolph said:
“This project will bring a $400 million facility and attract suppliers and other aviation companies. Jacksonville is positioned for more projects of similar scale and importance.”
